Mary M. Watson, Ph. D.
Dr. Watson began her career as staff gerontologist/administrator for the UC Irvine Program in Geriatric Medicine and eventually served as Associate Director. Dr. Watson has produced award-winning research and publications on Elder Abuse and has received awards from the Alzheimer’s Association of OC, the OC Board of Supervisors, the United Way, and the City of Irvine. She was honored by the National Association of Women Business Owners as one of their “Six Heroes.” Dr. Watson recently served as Vice President of the Board of Directors of the 55+ Housing Council of the BIA Southern California. Dr. Watson was elected to the IHO Board in 1985.

Jared Riemer is an entrepreneurial real estate developer in Southern California. In 2012, Mr. Riemer graduate from UC Irvine with a Master’s Degree in Urban and Regional Planning after completing his B.A. in Social Science from San Diego State University. Mr. Riemer is currently working as an independent consultant and developer focusing on land acquisition, due diligence, contract negotiation, entitlement, design, and finance of mixed-use residential in Los Angeles, Orange County, and San Diego.
The Raise Foundation
Mr. Nicholas has over twenty years’ experience working for various social services agencies as a case manager and social services coordinator. Currently Mr. Nicholas is a Family Advocate with the Raise Foundation where he assists families and individuals in health, financial, and housing matters. Previously, he served as Chief Operating Officer and Accountant for various organizations in Guatemala. Mr. Nicholas provides guidance on the social services needs of various populations and conducts community forums where he speaks on a broad range of topics from health to high-risk behaviors.
Pacific Western Bank
Ms. Monte has been in the banking industry for over 30 years and has experience in mortgage underwriting for single and multifamily projects. She has worked in community reinvestment and development field for the past 21 years. She is knowledgeable in developing and managing CRA and Fair Lending policies and procedures and establishes relationships with local government community organizations. Ms. Monte is a member of advisory board and Board of Directors for several community groups such as Neighborhood Housing Services of Orange County, Orange County Community Housing Corporation, and Southern California CDFI.
Harold “Hal” Colebaugh
Mr. Colebaugh has worked in the employment field for the last 20 years, first with the Employment Development Department (EDD), State of California and for more recently with Goodwill of Orange County, working with ex-offenders, mental health issues, veterans and others with barriers to employment. He also has nearly 10 years as a board member for Donald Jordan Sr. Manor a HUD subsidized senior living facility in Garden Grove, CA. Prior to joining EDD, Mr. Colebaugh served in the US Army in Viet Nam and was a member of the U.S. Foreign Service with the Department of State, with service in Viet Nam, Thailand and as a member of the U.S. Delegation to the Viet Nam Peace Talks in Paris, France. After leaving the Foreign Service, Mr. Colebaugh worked in property management in Washington, D.C. and in Virginia, then 5 year in Saudi Arabia as Human Resources Manager and Corporate Secretary with a Saudi, U.S. and Indonesian Construction Joint Venture and as Program Manager of a U.S. AID technology transfer program in Tegucigalpa, Honduras. After returning to California in 1991, Mr. Colebaugh was Human Resources Manager for the Bumble Bee Seafood canner in Santa Fe Springs, CA. He speaks Spanish, Vietnamese, Thai and some Arabic.
Ms. Giwa is a principal of Open Eaves, an Asset Management Consulting Firm. Shola is a 2014 SCANPH Bright Light nominee for her asset management work in the Southern California Affordable Housing Industry. Prior to establishing Open Eaves, she served as Director of Asset and Property Management for A Community of Friends, where she conceptualized the DASH BOARD currently touted as best practices by Enterprise Community Foundation and California Community Foundation. Shola is currently consulting with L.A. Family Housing on Day Streets' Lease Up and counts Skid Row Housing Trust, Esperanza Community Housing, PATH Ventures, the Sotelo Group, Hillview and Jovenes Inc. among her current and past clients.
Cathleen “Cate” Murphy
Author, "Suddenly Homeless: One Woman's Journey"
Ms. Murphy brings compassion and extensive experience working with and advocating for homeless services in the nonprofit, faith-based, and local government sectors. Ms. Murphy formerly served Executive Director of iHOPEoc (Interfaith Homeless Outreach Project for Empowerment), where she launched south Orange County’s first resource center focused on serving the needs of the chronically homeless. In 2009, Ms. Murphy co-authored Orange County’s first Ten Year Plan to End Homelessness. She currently hosts a weekly internet radio talk show, “Elevate with Cate,” and she is an Author of Suddenly Homeless: One Woman's Journey.
Mr. Napper is President of Westnap, Inc.—a consulting firm specializing in the appraisal and financing of low and moderate-income housing units. He has over 15 years of experience working for the Farmers Home Administration (FmHA) and for the U.S. Department of Housing and Urban Development (HUD). At HUD, Mr. Napper worked as Senior Appraiser and Review Appraiser for single and multifamily housing, and completed approximately 250 assignments in renewal and redevelopment areas ofSt. Paul,Duluth,San Bernardino,Santa Ana,Anaheim,Fullerton, andLos Angeles. Mr. Napper has served on the IHO Board of Directors for more than twenty years.
Retired Bank Executive
Mr. Rohrer has more than thirty years experience at three major banks where he held the positions of EVP of Real Estate Lending and CRA Officer. He is a licensed real estate broker with a commercial designation and also has an NMLS license endorsement. Following his retirement from banking he worked with NeighborWorks™OrangeCountyas their Vice President of Property Development where he managed the NSP program. Mr. Rohrer has been a resident ofOrangeCountyfor more than forty years.
Mr. Ruane serves as the representative for the Orange County United Way on the Board of Innovative Housing. As Chief of Strategy and Public Affairs at Cal Optima, Mr. Ruane is responsible for a broad range of departments, including Government Affairs, Regulatory Affairs, Community Relations, Communications, and Marketing Outreach. He leads the development of CalOptima’s program and business strategies as well as oversees the communication of CalOptima’s mission to internal and external stakeholders. Mr. Ruane monitors legislative and regulatory activities affecting CalOptima and represents the agency at the county, state, and federal level. He has more than 20 years of experience working for theCountyofOrangein various positions, including as Assistant County Executive Officer for Strategic and Intergovernmental Affairs, and as Executive Director of the Children and Families Commission of Orange County. Mr. Ruane is the immediate past Chair of theOrangeCounty/ Inland Empire District Council of the Urban Land Institute. He holds a Masters Degree in Architecture and Planning from UCLA and is an adjunct Lecturer in the Department of Policy, Planning, and Design at UC Irvine.
Ms. Searles is a relationship manager with OneWest Bank and brings extensive experience in management, direct sales, marketing, and customer service in the banking industry. She was an advisor to IHO’s Finance Committee before being elected to the Board. Ms. Searles is a tireless volunteer for organizations including Habitat for Humanity and the Orange County Food Bank, and she served as a member and an ambassador for the Irvine Chamber of Commerce. Ms. Searles also received the California Federal Customer Service Award.
Avinash ‘Avi’ Shah
Mr. Shah brings nearly 20 years of multi-faceted experience in the construction industry as well as real estate development, finance, and acquisition. He was the principal and chief financial officer of Portrait Home. In his time there, he helped establish them as a leading builder of multi-family projects inCaliforniaand built strong relationships with multi-family developers. He has a vast knowledge base of HUD compliance requirements for contractors and has managed accounting and financial functions for diverse companies.
Horizon Development Consulting
Keith Stanley is President of Horizon Development Consulting, LLC which provides financial and development consulting to affordable housing industry clients primarily for projects located in California and Hawaii. He has extensive experience providing consulting services for low-income housing tax credits, tax-exempt bonds, HUD financing and various soft funding programs. His company’s services include preparation of funding applications, financial modeling, feasibility analysis, assisting with selection of investors/lenders, due diligence work, working with local agencies to obtain soft funding, property compliance reviews, review of partnership agreements and related structuring, and public accounting services.
